In Champaign, Illinois, on December 20th, 2024, officers responded to a cyber harassment complaint after a woman reported receiving 100 unwanted phone calls from 30-year-old Darius. Officers went to his residence to instruct him to stop contacting her and to serve an Order of Protection, also known as a Restraining Order. When Darius refused to cooperate and attempted to re-enter the home, officers became concerned he might retrieve a weapon or let his dogs out, posing a potential threat to their safety. Under Illinois law—specifically 725 ILCS 5/107-2—and the precedent set in Terry v. Ohio (1968), officers are permitted to detain someone temporarily if they have reasonable suspicion that their safety is at risk. These circumstances provided legal grounds for a limited detention to ensure the situation did not escalate.
