Yesterday Portugal’s Parliament approved a major set of amendments to the Nationality Law. The reform package aims to tighten and to clarify the rules around nationality: to make the criteria more explicit, to strengthen integration requirements, and to lengthen some timelines. Below are the main practical changes Parliament approved. These will affect foreign residents, including Golden Visa holders, if they become law as currently drafted. 1. Longer residence periods for naturalisation The minimum residence period has been increased substantially: for most non-EU nationals the period rises from five years to ten years. (There is a smaller increase for CPLP and certain EU nationals but the key point for most Golden Visa holders is that the route to nationality has been extended dramatically under the approved text.) 2. When the clock starts Crucially, the counting of residence time will be measured from the date of issuance of the first residence card, not from the date you submitted your application. Practically, that matters because residence cards are often issued months after initial approval. Under this rule, those administrative months do not count toward the new, longer residency thresholds — so the effective wait until you are eligible to apply increases. 3. New cultural and civic knowledge requirements Beyond the existing language threshold (A2), applicants will need to demonstrate basic knowledge of Portuguese history, culture, national symbols, and civic duties — essentially a basic civic-knowledge check in addition to language. 4. Tighter criminal eligibility rules The threshold for a disqualifying conviction has been lowered — meaning some offences that previously would not block naturalisation could now do so. Individuals on certain sanctions lists will also be excluded from nationality. 5. Children born in Portugal and lineage rules Children born in Portugal to foreign parents will face stricter conditions: at least one parent must have been a legal resident for five years prior to the birth for the child to acquire nationality by origin. Grandchildren of Portuguese citizens must show language competence and familiarity with Portuguese culture and society. 6. End of the Sephardic naturalisation route The specific Sephardic route for naturalisation will be formally closed in the text as published. 7. Proof of financial capacity and other safeguards Applicants will need to evidence sufficient financial means to support themselves, and marriage/partnership routes will face enhanced safeguards (no serious criminal records, no security risk). 8. Entry into force & transitional provisions The draft determines that the changes would enter into force once published. Importantly, applications already submitted before publication should continue to be processed under the previous five-year rule — but the devil is always in the detail of the final text and any transitional measures the President may require. To summarise briefly: Parliament approved major amendments yesterday that will lengthen timelines and tighten integration and eligibility criteria. The counting rule now looks to start from the residence card issuance date, and for most non-EU nationals the residence threshold in the approved text rises to ten years. The law still needs presidential review and formal publication, so there remain steps where the text could be clarified or altered.
