The film was part of the "Project 96" series, and is hosted and produced by veteran reporter Bill Leonard of WCBS-TV. (Leonard later served as President of CBS News from 1979 to 1982.) 00:00: Introduction by Bill Leonard about Prospect Place in Brooklyn, known as Dream Street. The film is unique, made with hidden cameras and microphones, in cooperation with the New York Police Department and WCBS television. 0:53 - 1:32: Description of a narcotics raid on Dream Street, which has the worst juvenile crime rate in the U.S. Detectives Ed, Marty, and Casey are part of the task force assigned to this raid. 1:30: The detectives discuss their plan to surveil Dream Street from a distance to avoid being recognized. They hope to catch drug dealers who might come to the area after a recent sweep in another district. 2:35 : The detectives spot Sam, a known figure, standing by a pushcart with a couple of addicts.
