The difference lies in criterion used for selecting a vector to enter the basis and to leave the basis. In DUAL SIMPLEX METHOD we first determine the vector to leave the basis and then the vector to enter the basis.This is just reverse of what we do in SIMPLEX METHOD . The DUAL SIMPLEX METHOD deals with the primal problem and if SIMPLEX METHOD been applied to its dual problem, and criteria used for inserting and leaving vector are those for dual rather then primal ; that is why method is called DUAL SIMPLEX METHOD . The problem starts with optimal but infeasible basic solution are required by DUAL SIMPLEX METHOD.
