SOUNDBITE (English) Desra Percaya, Indonesia's foreign ministry spokesman: "I think it is only natural for every government in which their citizen abroad is sentenced to death. And I believe our government, and also in the past we have done it, we are going to do the same thing, ask for clemency for our citizen abroad (Hambali, an Indonesian al-Qaida-linked militant detained at Cuba's Guantanamo Bay)." 4. Wide of Percaya speaking to media STORYLINE: Indonesia responded on Australia's request for clemency on Friday for their citizens which were sentenced to death this week. Desra Percaya, Indonesia's foreign ministry spokesman commented that Indonesia had an independent court and that it was natural for every government to ask for clemency for it's citizen who were sentenced to death abroad. "I think it is only natural for every government, when their citizens abroad are sentenced to death," Percaya told the Associated Press in Jakarta. "Asking for clemency for our citizens abroad, it is a normal thing." Earlier, Indonesia's police chief defended an appeals court decision to execute members of an Australian drug-smuggling ring, saying his nation could not afford to take a soft stance on the illegal narcotics trade. The four Australians, 20-year-old Scott Rush, 23-year-old Tan Duc Than Nguyen, 21-year-old Si Yi Chen, and 19-year-old Matthew Norman were originally sentenced to life in prison. They were charged with trying to smuggle more than eight kilograms (18 pounds) of heroin from Indonesia's resort island of Bali to Australia last year. The Supreme Court decided, however, that the sentence was not harsh enough and imposed death. The decision prompted protest from the Australian government, which does not have a death penalty. John Howard, the Australian Prime Minister said his government would ask Indonesia for clemency, but stressed that he was not optimistic. Indonesia will also ask Washington for consular access to Hambali, an Indonesian al-Qaida-linked militant currently detained at Guantanamo Bay in Cuba. Hambali, allegedly a key member of the Jemaah Islamiyah (JI) extremist network blamed for numerous bombing attacks in Indonesia, is one of 14 suspects to be tried by military commissions, US President George W. Bush said. Hambali is believed to have been al-Qaida's Asian representative, obtaining funding from al-Qaida for at least one bombing attack, as well as being a leading figure in JI. The militant, accused of helping to plan the 2002 Bali bombings which killed 202 people, was captured in Thailand in 2003 and had been detained since at an undisclosed location.
