(30 Jun 1996) Vietnamese/Nat Vietnam's Communist Party Congress has failed find a replacement for its Secretary General following a closed session on Sunday. The party's current leader, 80-year-old Do Muoi says he is retaining his post because \"that is what the people and the party demand.\" It's believed the decision not to change the party's top three officials was actually made last week. The Vietnamese Communist Party's failure to decide on a replacement for Party General Secretary Do Muoi is a sign of deep division between economic reformers and conservatives who worry that the party is losing its grip on power. Sources said there was continued stalemate on the next stage of Vietnam's economic changes. Muoi, seen as a balance wheel between reformers and conservatives, held a rare session with foreign reporters, who asked if he would serve the full five years of his new term. SOUNDBITE (Vietnamese, with English translation) \"I don't know yet. And as long as I can do the job the people will make me do it. And if they demand it, and I don't do it, they will criticize me.\" SUPER CAPTION Do Muoi, Vietnamese Communist Party General Secretary The results of today's vote will officially be announced Monday, but details have emerged about the makeup of the party's influential Political Bureau, which will consist of 19 people and for the first time include a woman. The new body will be slightly younger but not noticeably more reformist. In recent years the party has had trouble attracting young people, who don't appreciate the party's discipline and prohibition on going into business. SOUNDBITE: (Vietnamese, with English translation) \"Up to this time the young have participated a lot. And I think we have reduced the average age by a few years. I think the progress is good. I think the young are good. And I think youth decides the future, and the old will return to the earth. I am 80 years old. I am still young.\" SUPER CAPTION Do Muoi, Vietnamese Communist Party General Secretary Conservatives have warned that the party will lose its moral authority if corruption isn't controlled, and Muoi was asked why authorities have been reluctant to punish wrongdoers if they are party members. SOUNDBITE: (Vietnamese, with English translation) \"(This part just translation) They will be severely punished, even executed, (From now on Vietnamese with translation) if their corruption does much harm to the people and the rest of the country. And it will happen regardless of their position. SUPER CAPTION Do Muoi, Vietnamese Communist Party General Secretary Do Muoi, who hugged American Communist Party delegate Jarvis Tyner after his speech, also said he wasn't worried about the slow development of relations with the United States one year after diplomatic relations were established. Muoi is expected to serve in his current post until late 1997 while economic reformers and conservative party loyalists try to resolve their differences. Meanwhile, the speed of economic reform and the Vietnam's economic and political future remain in limbo.
