According to Parliamentary Commissioner for the Armed Forces Högl, the Bundeswehr continues to have a personnel shortage. Therefore, the military registration system must be reactivated, she demands in her new annual report. Germany needs an "excellently trained and equipped army." The Bundestag's Parliamentary Commissioner for the Armed Forces, Eva Högl, is pushing for a military registration system for service in the armed forces. It is "urgently necessary" to reactivate the registration system enshrined in the Conscription Act, regardless of tension or a state of defense, the SPD politician writes in her new annual report. "A country that could respond to a possible attack with an excellently trained and equipped army deters potential aggressors." "The Bundeswehr once again made no progress in the reporting year in achieving its original target of 2025, but later adjusted, of reaching a personnel strength of 203,000 soldiers by 2031," Högl notes. The number of men and women in the Bundeswehr even fell slightly to 181,174. Högl supports the not-yet-implemented concept of Defense Minister Boris Pistorius (SPD). It stipulates that men of military age are contacted and must respond. Women are not required to do so. At the same time, Högl advocates for a mandatory year of community service for both women and men, which can also be completed in the Bundeswehr. Conscription was suspended in Germany in 2011 under then Defense Minister Karl-Theodor zu Guttenberg (CSU) after 55 years. In light of the changing global situation, there is also discussion in Germany about whether conscription should be reactivated – this would go beyond Pistorius's proposal.
