But as the team explains, that statistic is often misunderstood…. it relates to the smaller affordable housing pipeline, not the full 1.2 million dwelling target. Cate begins by looking at housing affordability over the past three decades, noting that median dwelling prices have shifted dramatically relative to incomes. What was once roughly three to four times household income has expanded in cities like Melbourne and Sydney to six, seven or even eight times income. This signals something structural rather than cyclical. Mike brings the construction perspective, explaining that delivering 1.2 million homes would require around 240,000 completions per year, well above Australia’s recent building averages. The challenge isn’t just ambition; it’s capacity. Labour shortages, infrastructure competition, slow planning systems and a construction sector with historically weak productivity growth all limit how quickly supply can expand. The discussion also explores how taxes and government charges can account for 30–40 percent of the cost of a new home in some growth corridors, raising an important contradiction: governments want more housing supply, but they are also major financial participants in the cost of producing it.
