Blue can only be battled in the Champions Tournament. His team is almost about the same since he was a gym leader. Exeggutor will use Leech Seed to steal HP from opponents and Leaf Storm for big damage at the cost of its own Special Attack stat. Gyarados will use Dragon Dance to power up and Outrage to repeat for 2-3 turns. Alakazam will use Reflect to weaken physical attack damage for 5 turns. Arcanine has 2 moves that give itself recoil damage when striking and Extremespeed to strike first. Machamp will use Bullet Punch to strike first and Superpower with a White Herb restoring the lowered stats for once. Make sure you have a good variety of types and moves for this battle.
