Joel Masilela ka Mahlangu, Spokesperson of the ANC in the Greater Tshwane Region talks to Politically incorrect. Tshwane city council failed to deal with a complaint of serious misconduct and fraud against its CFO Gareth Mnisi during a council meeting specially convened for that purpose on Thursday (5 March). The meeting was set to be held behind closed doors, according to a prior notice, but was nevertheless livestreamed, with a link sent to the media. Moneyweb followed the proceedings. Read: Tshwane council to deliberate CFO’s fate The complaint against Mnisi was however withheld by the speaker, who did not distribute it to councillors, and he dismissed the meeting without setting a follow-up date to consider it. Moneyweb previously reported that Lex Middelberg, councillor for the Republican Conference of Tshwane, submitted a 44-page complaint, including several annexures, accusing Mnisi of misrepresenting himself on the CV he submitted when applying for his current position. It also asked for clarification on the source of Mnisi’s “fabulous wealth”. Mnisi was appointed in 2023 when the multiparty coalition led by the DA and supported by the VF+ and ActionSA as well as the ACDP, IFP and Cope was established. The coalition, led by the DA’s Cilliers Brink as mayor, was ousted in September 2024 and succeeded by a coalition of ActionSA, the ANC, EFF and several smaller parties. This is the third time Middelberg has tried to raise the matter, after he was first ignored by the oversight committee for finance and then shut up by the speaker when he tried to table it in motion format at council. Political tennis After starting the special council meeting 20 minutes late on Thursday, the ANC asked for a 30-minute caucus that lasted much longer. When the council reconvened, Alderman Aaron Maluleka of the ANC, who is head of executive business tasked with introducing the matter, was interrupted by EFF whip Godwin Ratikwane. Ratikwane brought a point of order, objecting to Middelberg’s earlier request to be excused by 1pm. “We are not going to be called by him, then he goes and puts leave of absence, or he is leaving early and we came here because of him. He must start adjusting his schedule. We are not here to play,” Ratikwane said. Middelberg later told Moneyweb his request was for medical reasons. When Maluleka resumed the introduction, he pointed the speaker, Mncedi Ndzwanana of the African Transformation Movement (ATM) to a letter he sent two days earlier, “cautioning” the speaker that the report that must serve before council might not be ready for the special meeting. Mayor Dr Nasiphi Moya of ActionSA then got up and acknowledged the regulation contained in the Disciplinary Regulations for Senior Managers issued in terms of the Municipal Systems Act.
