I was recently messing around in the Cordon when I decided that I'd try to stealth the military checkpoint and avoid killing any of the guards there. Turns out, it's incredibly doable at the start of the game and with good timing you can even grab the documents Sid needs for a later quest. There are also some good loot spawns there, making it a great place to go before fighting the car park Bandits.
