The Supreme Court considered this issue in Seila Law L L C versus Consumer Financial Protection Bureau. In two thousand eight, Congress created the Consumer Financial Protection Bureau, an independent regulatory agency. Unlike other independent agencies, which are run by a panel of directors, the bureau was led by a single director, who could be removed by the president only for good cause. In two thousand seventeen, the bureau began investigating Seila Law for allegedly misleading practices related to debt-relief services. Seila objected to the bureau’s subpoena, claiming that the bureau’s structure was unconstitutional. The district court enforced the bureau’s subpoena, which the Ninth Circuit upheld.
