Apply Local Color as a Block in (just focusing on big shapes and basic colors) 4. Use 70% Isopropyl Alcohol and a brush (I used a 3/4" brush) 5. Apply alcohol in Sections (Don't be too haphazard) 6. When all pastel is liquified with the alcohol, let dry and add pastels on top.
