The esteemed actor Chiezo Kataoka, at the age of 68, took on his first leading role in a television drama. Screenwriter Shinji Kessoku, known for producing several masterpiece period dramas, developed an original story based on the historical 'complaint box' system of the Edo period. This story incorporates the social climate and events of the time it aired, resulting in a diverse and rich variety in each episode. The 8th Tokugawa shogun, Yoshimune, sets up a suggestion box to hear the complaints of the common people. However, not all the complaints were addressed. Kuroda Gunbei (played by Chiezo Kataoka), a vassal of the senior councilor Okubo Kaga-no-kami, took it upon himself to pick up unresolved cases.
