This role varied in responsibilities throughout the centuries but would be seen as an early step on the political ladder of the Senate. The earliest known quaestors were called quaestores parricidii, or simply quaestors with judicial power. This office dated back to the Kingdom of Rome where Quaestor were chosen to investigate capital crimes. This role was likely appointed as needed rather than being a permanent position. During the Roman Republic, Quaestor was usually a former broad-stripped tribune, as was regarded as being the first official post of the course of offices. They were almost always a member of the patrician group, who were the upper class of Rome. The office of quaestor was the beginning of a sequence that made up a career in public services. Once you were elected quaestor, you earned the right to sit in the Senate and begin the process of climbing up the political ladder. In this time frame, there could only be two quaestors. The duties of these two Quaestor was to simply maintain the public treasury, located in the temple of Saturn. This involved both taking in funds and deciding who to pay them to. These roles would continue in much the same fashion. This was until 421 BC when the number of quaestors was doubled to 4. While two quaestors continued the same duties as before, the two new quaestors had additional responsibilities, with each being in service to one of the two consuls. When these consuls went to war, each was assigned, one quaestor. When in service to a consul, the quaestor's main responsibilities involved the distribution of war spoils between the public treasury and the army. However, the key responsibility of these quaestors was the administration of public fund to higher-ranking officials in order to pursue goals of the official. These goals would involve either military conquests, requiring funds for raising and paying armies, or public work projects. During the time of the Roman Empire, The office was reorganised into a judicial position, known as the quaestor sacri palatii. This office functioned as the primary legal adviser to the emperor and was responsible for the creation of laws. During the Byzantine Empire, notable under emperor Justinian I, an additional office named quaestor was created to control police and judicial matters in Constantinople. In this role, the quaestor was responsible for wills as well as supervision of complaints by tenants regarding their landlords.
