(Disclaimer: The content in this video is intended for educational and informational purposes only) Los Angeles, California — On August 9, 2023, around 5:50 p.m., Foothill police officers received reports of multiple incidents, including a hit-and-run and reckless driving of a vehicle owned by the Department of Water and Power (DWP), in the 10600 block of Laurel Canyon Boulevard. Arriving officers determined that the suspect had used the vehicle as a deadly weapon and broadcast a description of the car: a white, full-size SUV. Police located the vehicle and initiated a pursuit. The suspect, 28-year-old Manuel Ramirez, entered the 5 Freeway, where he collided with two uninvolved vehicles. He ignored orders to stop, continued driving, and exited onto Colorado Boulevard. Ramirez drove into a parking lot with no exit, then rammed through secured metal gates and entered a secondary parking area. He turned around and deliberately crashed into two police vehicles with officers inside and a civilian van. His car came to a stop on Edenhurst Avenue, where police began an operation. When Ramirez again drove toward the officers, they opened fire. Despite this, he continued driving but soon came to a halt. Officers repeatedly ordered him to surrender, but he barricaded himself inside the vehicle. Ultimately, a SWAT team apprehended him without further incident. Ramirez, who had been wounded in the shooting, was hospitalized and then arrested for assault with a deadly weapon on police officers. His bail was set at $152,000. Three officers were injured during the incident: two received on-site medical assistance, while the third was hospitalized and later released. The investigation revealed that the DWP truck had been stolen, though it had not been previously reported.
