Every cuneiform tablet that records the Anunnaki opens with the same structural fact: the gods answered to someone. The Sumerian word for god — dingir (𒀭) — is itself a star-shaped sign, and that sign is the cuneiform character for An, the being at the top of everything. An/Anu (𒀭𒀀𒉡), confirmed by ORACC (University of Pennsylvania), Britannica, and the World History Encyclopedia, was the supreme deity of the Babylonian and Sumerian pantheons — the divine personification of the sky itself, king of all gods, and the ancestor from whom every Anunnaki descended. The tablets encode a precise three-tier cosmic hierarchy. Anu inhabited the highest of the three levels of heaven, unreachable and untouchable, his authority absolute. Enlil — appointed by Anu — governed the earth and air, acting as executive of the divine council. Enki/Ea — also Anu's son — ruled the Abzu, the underground freshwater realm. Every decree issued by Enlil, every creation act by Enki, every war waged by Inanna, every judgment delivered by the seven Anunnaki judges of the underworld — all drew legitimacy from a single source. The Anunnaki are literally defined in their name: "offspring/seed of An" — royal progeny of the being above them. Yet the tablets go deeper still. Before Anu, the Eridu creation tradition records Nammu (𒀭𒇉) — the primordial cosmic ocean, the living waters that existed before sky, earth, or god. From Nammu came An (sky) and Ki (earth). Nammu requested that Enki create humanity. She is documented in Sumerian cuneiform as the mother of the gods, the un-named source above the named order — confirmed by EBSCO Research Starters and the Electronic Text Corpus of Sumerian Literature (ETCSL, Oxford). The tablets therefore reveal not one supreme being above the Anunnaki, but a layered architecture of authority: Nammu → An/Anu → the divine triad (Anu, Enlil, Enki) → the seven gods who decree → the broader Anunnaki council.
