With the rise of harmful cyber operations, bringing those responsible to justice is a pressing issue. Whilst many states have laws that criminalize harmful activity such as online fraud and hacking, cyber means can also be used to facilitate or commit international crimes – genocide, crimes against humanity, war crimes and aggression. There is an urgent need to improve the prospects of successfully prosecuting perpetrators of such crimes. This Chatham House event will explore: Which cyber activities fall within the range of international criminal law? What does an effective legal framework for securing justice look like in this context? What are the opportunities and challenges involved in pursuing accountability? How can we strengthen accountability in this area?
