The victims were mostly in their 20s and 30s. A lack of crowd-control measures and initial calls for help that went unanswered were blamed for the disaster. In January, a government investigation concluded police and other government agencies failed to control crowds. But victims’ families have accused the government of failing to hold senior officials accountable for the disaster.
