San Francisco Space Walk — a weeklong adults-only music, art and cannabis celebration — launched Sunday, but the mood behind the scenes is somber this year. That’s because cannabis consumers — and retailers — are bracing for the state excise tax to jump from 15% to 19% on July 1.
