Crying Drunk Man Arrested for Felony OUI Blows Twice the Legal Limit

NEW LONDON, CT - On May 19th, 2021 at 1:55AM, an officer with the New London Police Department observed a vehicle stopped in both lanes of traffic on a street within city limits. Once the officer positioned himself behind the vehicle, he activated his emergency lights and pulled the vehicle over in an intersection in the middle of an apartment complex. The officer then approached the suspect and asked for his information. The officer observed the suspect to have glossy and bloodshot eyes. The suspect further appeared to be disoriented and confused by what the officer was asking while apparently fumbling around in his vehicle, but not reaching for anything. As the officer detected a strong odor of an alcholic beverage emitting from within the vehicle, he asked the suspect to step out of his truck. After confirming the suspect's identity while outside the vehicle, the officer spoke to the passenger who claimed he was driving her home from a house party. The officer eventually began administrating a field sobriety test. During the horizontal gaze nystagmus test, the officer observed a lack of smooth pursuit, distinct jerkiness at maximum deviation, and the onset of nystagmus prior to 45 degrees in both of the suspect's eyes. Throughout the exercise, the suspect had difficulties following the pen and had to be asked to stop talking on more than one occasion. For the walk-and-turn test, the suspect took 12 steps forward instead of nine as instructed, failed to touch heel-to-toe on any of his steps and attempted to perform a third set of steps before being asked to stop by the officer. After accusing the officer of not being able to perform the one leg stand test himself, the suspect began the exercise starting with the number two. The suspect began swaying and used his arms for balance. At the conclusion of the field sobriety test, the suspect was arrested for operation while under the influence, or OUI. Before being placed in the patrol vehicle, the suspect continued crying. Once at the police station, the suspect was read the Connecticut implied consent advisory. After unsuccessfully making contact with an attorney for legal advice, the suspect consented to submitting a breath alcohol sample which was over twice the legal limit to drive in the State of Connecticut of .08% while being 21 years of age or older.
