Raisina Dialogue 2022 | There were three general responses—everyone, states and corporations, or the developed countries. The ‘states and corporations’ response drew on raw pragmatism. These units of organisation have the power to either mandate or realise a major shift to sustainability. Around half of these responses cautioned that nothing absolves the individual of responsibility, in that all humans—no matter when, where, or how we have organised ourselves—bear a responsibility to their descendants and the planet. This naturally explains the ‘everyone’ responses. Then there was the idea that ‘developed countries’ were failing the planet. The logic was that the ‘Annex 1’ countries benefitted from unsustainable development, so emerging economies should get the same chance. This posits that it is legitimate to look at a potentially existential crisis through the lens of national interests, and that a notion of developmental fairness still matters in such a context. The United States came in for a particular drubbing from the Indians, whose emissions are almost 1/8th those of Americans per capita. When placed on a global scale, India has an admirably low carbon footprint per capita. In reality, such appellants agreed with this banal point. When challenged, they still near-universally accepted everyone must act now to reach net zero. Ultimately, the nature of true international cooperation is, however unfair, unbalanced culpability but nonetheless shared responsibility. If the environmental crisis is not considered everyone’s solution, it will remain and deteriorate as everyone’s problem. We asked who is failing our environment and many responded instead with who was most to blame.
