Joan Maxwell’s offshore sportfishing boats travel all around the world, but her heart and her company, Regulator Marine, is anchored in Edenton, North Carolina. September 2018 marks 30 years since Maxwell and her husband, Owen, built the first Regulator 26, their now-signature 26-foot fishing boat, in a former A&P grocery store.
