Depending on where you're driving in Northeast Ohio, speeding can be expensive. Automated traffic cameras — sometimes called speed traps — can send you a ticket weeks or even months after an alleged offense. A 3News investigation discovered that, depending on which camera catches you, a local mayor gets paid. His business has racked up well over a million dollars in speeding ticket revenues over the last few years. "I bring the entire package together in a way that manages it for the municipality," Trevor Elkins explained during a special presentation in front of the Newton Falls Village Council in December of 2024. Elkins was there to sell the city on his business, hoping to add Newton Falls as a client. Elkins was first elected mayor in Newburgh Heights in 2011, but resigned in 2022 after pleading guilty to campaign finance violations. He was reelected in 2023, but in the year and a half away from office, he developed Targeting and Solutions Limited. "I had to look to use my skill set and my experience to basically take care of my family," Elkins explained to 3News, in a sit-down interview. "What I decided to do was use some of the experience that I had gained and learned in my prior term as mayor to assist other municipalities with their speeding problem. "I'm not going to be in this position forever, and any four years, I could lose an election, at which point I have to be in a spot to take care of my family. And my prior career mistake and error that I made really illuminated that."
