Hi, welcome to Deaf Talks News. Nitish Kumar, Bihar’s 18 years Chief Minister and becoming CM again. Usually if someone wins as MLA he can be chosen as CM. But NK never won as MLA despite him being CM, how ? Let me explain. Nitish Kumar entered politics in 1977. He contested the Bihar Assembly elections in 1977, 1980, and 1985 and won only once, in 1985. After that, he shifted focus to national politics. Between 1989 and 2004, he contested six Lok Sabha elections and became MP. In 2004, he contested from both Barh and Nalanda, winning only Nalanda. This became his last direct election. In 2005, He became the CM of Bihar even though he was not an MLA. He became CM by being a member of the Legislative Council. Why MLC instead of MLA? Bihar is one of only six Indian states with an Upper House (Legislative Council). MLC means Member of Legislative Council, the upper house in some Indian states that reviews and discusses laws. Some states keep an MLC to double-check laws and give representation to teachers, graduates, and local bodies. Nitish says it is his personal choice, not compulsion. In 2012, he explained I chose to become an MLC by choice… the Upper House is a respectable institution. He continued this path and was elected to the Legislative Council in 2006, 2012, 2018, and again in 2024 and 2025. His current term will last until 2030. This system allows the Chief Minister to hold office even without being an MLA as long as they become an MLC within a certain time.
