A Bizarre urethral lesion: what is this?

A 24-years-old male patient presented acute urinary retention. Urethral catheterization was impossible, so a percutaneous suprapubic cystostomy catheter was placed. He is married and has 2 children. He had no particular history; especially, no history urethral discharge, urethritis or sexually transmitted disease STDs. The penile shaft and glans are normal, there is no skin abnormality. Histology found no specific inflammation. It was repeated at least 2 times The patient had a recurrence of the urethral stricture 1 year after. He had an internal urethrotomy. Urethroscopy found the same lesion; another biopsy was performed with the same histological conclusion. Later the patient had intermittent self urethral dilation. The diagnosis is still unknown What is this urethral lesion?
