Belair-Edison residents transformed a vacant city-owned lot from an eyesore into a safe gathering place — replete with rose bushes, greenery and grass — but now, the city wants it all taken down. Resident Valorie Cooley remembers what the lot looked like 15 years ago before Dewayne Richardson came up with a different vision. Richardson also went through the Baltimore Department of Housing and Community Development's Adopt-A-Lot Program by getting a lease agreement to take care of the lot. With donations from others, including a business, he and his neighbors built the lot up, installed benches, a small pavilion and portable bathrooms. Residents told 11 News Investigates that they believe the changes helped develop a sense of community.
