A recent article came out by Games Radar which provided quotes from Xbox Lead Phil Spencer. In the article he explained how after receiving negative reviews for Starfield's recent DLC, Shattered Space, they both had discussed the topic. Phil Spencer disclosed that Todd Howard's first thought was that the primary reason for critcism was due to their not being enough content in the expansion. He then summized that if he had held back the addition of land vehicles, (a recent free update) and instead included it in the newest DLC, it would have prevented a lot of the criticism.
