Na het Verdrag van Brest-Litovsk kwam Oekraïne in Duitse en Oostenrijkse handen. Aanvankelijk werkten de Duitsers samen met de Oekraïense Rada van de Oekraïense Nationale Republiek (ofwel de Oekraïense Volksrepubliek). In april keurden ze echter een staatsgreep tegen de Rada goed toen de Oekraïense Staat werd opgericht met de Russisch sprekende voormalige tsaristische officier Pavlo Skoropadskyi als Hetman van Oekraïne. De troepen van de Centrale Mogendheden vielen de boeren aan om hun graan in beslag te nemen. Verzet was het gevolg: van de linkse sociaal-revolutionairen en van de anarchistische beweging van Nestor Makhno.
