Americans look at their Civil War as an American affair. That's not wrong, but it's not entirely right either — the War was not fought only on American Fields: on the high seas, which entangled the Lincoln administration in international law disputes; in diplomatic chambers, where movement by European powers to intervene would have guaranteed Confederate independence; in weaponry, as Americans fought with weapons and tactics that resembled wars of the past. The War tested whether a democracy could survive internal challenge while kings and emperors waited for its collapse. The War involved foreign observers and participants, from France, England, Germany, and Russia, including the Comte de Paris, to an English marquis. It gave a resounding yes to Lincoln's question about the survival of democracy. Europe marked that answer with the most notable monument — the Statue of Liberty.
