Around 4:21 PM on March 5, 2022, an anonymous 911 caller reported that a woman under the influence was heading to pick up her children at a park in Ashville, Ohio. Police also received multiple calls of a reckless driver in the vicinity of Winchester Road. Circleville Fire Chief Brian Thompson was also at his residence when he heard about a car that had possibly crashed into a tree on his radio scanner, and he advised Sergeant Schleich that he could possibly assist with the incident. Ashville Police Sergeant Damon Caruso located a vehicle matching the witness descriptions and initiated a traffic stop at the intersection of Winchester Road and South Bloomfield Royalton Road. Officers Karmain Seay and Thomas Burchwell were also on scene to assist. The officers made contact with the driver, who was identified as 35-year-old Jenna Jenkins. They also observed 2 dogs in the vehicle. Sergeant Caruso immediately noticed indicators of impairment, and placed Jenna in the back of his patrol car. Shortly afterwards, Deputy Tiana Bloxam with the Pickaway County Sheriff’s Office arrived on scene and took over the investigation. Deputy Bloxam asked Jenna for her phone number and social security number, but she was incoherent and unable to provide this information. Jenna was also asked to perform voluntary field sobriety exercises, but continued to hesitate and ultimately declined. Based on multiple reports of an erratic driver, her indicators of impairment, and her refusal to perform field sobriety exercises, Deputy Bloxam placed Jenna under arrest for suspected OVI. After she was placed under arrest, Deputy Bloxam read her BMV form 2255 and asked Jenna if she would be willing to submit breath samples at the station. Jenna was unwilling to submit to a breathalyzer, but she initially agreed to submit urine samples. Deputy Bloxam initially transported Jenna to the Pickaway County Jail at 5:11 PM, but she was told that Jenna would need to be medically cleared by the hospital before being booked. Jenna was subsequently transported to OhioHealth Berger Hospital in Circleville, Ohio so they could collect urine or blood samples for testing. Once they were at the hospital, Jenna continued to be uncooperative and refused to submit samples of her urine or blood for testing. Given her apparent injuries following the car accident, she was also evaluated by the hospital staff. They eventually cleared her for discharge around 6:45 PM.
