The Hellenic Foundation for European and Foreign Policy (ELIAMEP) is organising an online discussion on: Turkey's Defence Industry and the EU SAFE Regulation At a time when Europe is rethinking its security and defence priorities, Turkey’s defence industry stands at the crossroads of ambition and constraint, reflecting both its rise as a global arms exporter and its contested place within Europe’s security framework. The discussion will explore how Ankara leverages NATO membership and geographic centrality to project influence, while aspiring to join the EU’s Security Action for Europe (SAFE) initiative. Our panel will unpack the opportunities SAFE offers for technological collaboration and market access, alongside the political and legal hurdles that complicate Turkey’s participation. Speakers Dimitris Tsarouhas, Adjunct Professor, Georgetown University's Security Studies Program; Non-Resident Senior Research Scholar, Turkey Programme, ELIAMEP Derya Göçer, Associate Professor, Middle East Technical University Kıvanç Ulusoy, Professor, Istanbul University Moderator Ioannis N. Grigoriadis, Associate Professor, Bilkent University; Senior Research Fellow and Head, Turkey Programme, ELIAMEP
