PIDS President Philip Arnold Tuaño served as a panelist at the discussion “Challenges and Future of Public Policy and Policy Analysis” during the Philippine Public Policy Network Relaunch organized by the University of the Philippines Center for Policy and Executive Development (CPED). Drawing from Philippine policy experiences, he underscored the importance of complementing quantitative methods with process evaluation, field-based research, and governance-oriented analysis to better understand how policies are actually implemented on the ground. He also called for stronger interdisciplinary collaboration and institutional incentives within universities to bridge research and practice in public policy. Tuaño shared that policy failure is rarely due to missing data or weak analytical tools alone; it often stems from weak interaction among policymakers, researchers, and implementers, as well as underdeveloped policy learning ecosystems and insufficient attention to institutional and political contexts.
