(19 May 1997) English/Nat The self-declared president of the new Democratic Republic of Congo, Laurent Kabila, is expected to announce his new government on Tuesday night. South African Deputy President Thabo Mbeki said on Monday that the triumphant rebel leader would announce a broad-based government including as many as possible of the political forces within the country. The deputy president said the party of President Mobutu Sese Seko had indicated to Kabila that it would work with the new government. South Africa's deputy president Thabo Mbeki spoke to reporters a day after meeting the self-proclaimed leader of Zaire, Laurent Kabila. Mbeki told reporters Kabila had promised to announce a new government on Tuesday. SOUNDBITE: (English) "The new government will be announced tomorrow night. It will be a broad-based government as inclusive as possible of the various political forces. And we think that is the correct route to take, that is part of what we have been discussing during the course of the negotiations. Also the President Kabila will address tomorrow night questions of free political activity for everybody in the country and respect for human rights and protection of human rights and am pretty certain that by Wednesday the South African Government would have recognised the new government that will be announced tomorrow." SUPER CAPTION: Thabo Mbeki, Deputy President of South Africa Mbeki said Zaire faced an enormous challenge and should not be expected to hold elections immediately. SOUNDBITE: (English) "And I'm seeing very many problems there - not just matters of elections. Bankrupt state coffers left by the previous regime - the whole matter of just getting an administration going - these are going to be important challenges and I think that we should approach this matter with a little bit of understanding." SUPER CAPTION: Thabo Mbeki, Deputy President of South Africa Mbeki told reporters that Kabila was forced to speed up plans to take the capital and declare himself president following President Mobutu's sudden departure from Zaire. SOUNDBITE: (English) "It was most unfortunate that Mobutu left in the manner that he did because one of the things it did was that you then ended up with a situation in which there was no President, there was not acting President, there was no Prime Minister, there was no chief of the defence force, there was no authority of any kind - a complete vacuum - which is why it was necessary for the alliance to move the way it did, and say Kabila was President and that the alliance itself was the interim authority until this government is formed tomorrow - because it was a complete void." SUPER CAPTION: Thabo Mbeki, Deputy President of South Africa Earlier in the day Mbeki met the ambassadors of several countries to brief them on the latest developments in Zaire. SOUNDBITE: "We fully support South Africa in all its mediations; we think they did a great job."
