The provincial government maintains the existing structure, with the People's Council and People's Committee, the Provincial People's Council has 3-4 specialized committees depending on each locality. The commune level also has a People's Council and People's Committee, in which the Commune-level People's Council establishes 2 Committees and the People's Committee organizes up to 4 specialized departments if it is a new, large-scale unit. The Government emphasized maintaining the same number of cadres, civil servants, and public employees as previously arranged in the first phase, then streamlining it according to the 5-year roadmap. Commune-level payroll is oriented to be about 32 people/commune. For part-time workers at the commune level, employment will be terminated and consideration will be given to reassignment to appropriate work or a leave policy. Regarding personnel at the provincial level after the merger, the Government proposed that the Politburo direct appropriate arrangements, especially to resolve the number of redundant deputies.
