by John Madewell A Whitfield County deputy finds himself on the other side of the law. The Georgia Bureau of Investigation accuses deputy James Robert Keown of stealing a considerable amount of cash from a man during a traffic stop.Keown, known as Bobby inside the department, saw the inside of the Whitfield County jail late this morning. He turned himself in to face two charges.It all started with a DUI traffic stop of Mario Chavez-Henandez two on Sunday, March 3 at about 5:00 in the morning.The Georgia Bureau of Investigation accuses Keown of stealing $450 dollars from Chavez-Hernandez.Keown was released from the Sheriff's Office on his own recognizance. NewsChannel 9 found Keown at his home where he asked us to leave the property.Meanwhile, this is how Keown arrived at this point.Deputy Ryan Rogers made the initial stop of Chavez-Hernandez at Walnut Avenue and the South Dalton By-Pass.The arrest report indicates the 24-year-old man was drunk and asleep at the wheel. According to Rogers' report, deputy Keown was the third officer on the scene and Chavez-Hernandez kept refusing to get out of his van. At that point, Keown reached in, unbuckled his seat belt, and asked him to get out again. When he didn't, according to the report, Keown grabbed him by the arm, took him to the ground and hand-cuffed him.The GBI arrest affidavit does not spell out when or how Keown allegedly took the money from Chavez-Hernandez. But in addition to the misdemeanor theft charge, the deputy now faces the felony charge of violating his oath of office.NewsChannel 9 wanted to speak with the alleged victim, but he remains in jail on his charges and a federal hold of an illegal immigrant.It's unclear if Keown remains employed at the Sheriff's Office or how long he had worked there. Sheriff Scott Chitwood issued a press release this afternoon but it doesn't address the above questions.The sheriff hasn't returned our calls for further questions.
