It impacts all HGVs over 12 tonne entering or operating in Greater London, where they will require a safety permit to drive. The legislation, operated by Transport for London (TfL), is based around the star rating of a vehicle, which reflects the visibility the driver has from the cab in relation to other road users. From October 28th, 2024, the minimum standard for the DVS is increasing to 3-stars. Those vehicles that don't meet this rating will need to meet the Progressive Safe System requirements before applying for a permit.
