In 1892, British District Collector J.H.A. Tremenheere submitted a landmark report titled “Notes on the Pariahs of Chingleput”, detailing the harsh living conditions of the Paraiyar (Dalit) community in the Madras Presidency. This report led to a major reform — the creation of Panchami Lands, agricultural plots assigned to the Depressed Classes to ensure economic independence and social upliftment. Between 1892 and 1934, nearly 1.2 million acres of land were distributed to Dalit families under this policy. However, much of this land was later encroached upon or illegally transferred to non-Dalits, sparking long-standing legal and social movements for restoration.
