Trooper's Narrative: On 03/08/24 at 1035 hours I, Trp. Weatherly, attempted to conduct a traffic stop on a 2015 white Chevrolet Cruze (LPN: DA290630) on Highway 365 North near the Waffle House in Maumelle for fictitious tags. I observed the temporary tag was much smaller and a different font than the temporary tags issued in Arkansas. I ran the tag number through ACIC/NCIC and the tag returned to a 2015 Chrysler 300 which expired 09/30/2022. I activated my lights on the Interstate 40 overpass and the vehicle continued traveling passed the Waffle House. I activated my siren and the vehicle turned into the parking lot of Razorback Pizza. The vehicle accelerated forward and turned onto Highway 365 north. I attempted a Tactical Vehicle Intervention (TVI) almost immediately but was unsuccessful. The vehicle continued traveling on Highway 365 North past the Kum and Go. At the intersection of Highway 365 and Maumelle Blvd. the vehicle traveled over the gore into the oncoming lane of traffic on Highway 365 North nearly striking a grey passenger car. The vehicle accelerated to speeds over 85 mph and an additional TVI was attempted near Wilks Ln. but was too shallow and unsuccessful. The vehicle continued traveling on Highway 365 north, passed a small Ford passenger car, and turned west onto Quinn Rd. The vehicle traveled too fast making the turn which resulted in the vehicle traveling through a ditch on the west side of Quinn Rd. and striking a small tree with its front bumper in the front yard of 14305 Quinn Rd. I notified ASP Dispatch of the crash and my location. I drew my service weapon and gave commands to the driver and front seat passenger. Kent Kramer was determined to be the driver and Jeffrey Miner was determined to be the front seat passenger. Both occupants exited the vehicle from the front passenger door and got on the ground. Maumelle PD arrived on scene, and both occupants were placed in handcuffs. MEMS was called to evaluate both occupants. I conducted a search of Kramer’s person and located two clear plastic baggies containing a white crystal-like substance in his right front coin pocket. One baggie weighed approximately 0.49 grams and the other 1.77 grams. I conducted a search of the vehicle and located a glass pipe with a burnt crystal-like substance in the center console. I collected all evidence to be submitted to the Arkansas State Crime Lab for analysis. Blue Hill Wrecker responded and towed the vehicle. MEMS responded and transported Kramer to the VA Hospital per his request. Miner denied medical treatment and was released from the scene. I followed MEMS to the hospital where they obtained his vitals, but later transferred him to UAMS. Kramer was charged with Fleeing, Possession of a Schedule I Controlled Substance, Possession of Drug Paraphernalia, Fictitious Tags, Driving on a Suspended License, No Liability Insurance, Careless and Prohibited Driving, and Owner Failure to Register Vehicle-Expired Tags. Kramer was issued citations 100A1726643 and 100A1726644.
