2014 Chevy Volt "Initializing....Wait To Shift" no start issue.

Sorry for the poor quality I originally recorded this for my reference in the parking lot where it died. Later I decided to post this here and follow up later once the dealership finds the problem and we have it repaired as I have read others have also had this issue. I tried resetting it and disconnecting the battery for about 10 minutes but it did not help and we are having it towed to a dealership for diagnosis and repair. It appears they replaced an Engine Control Module (part #12692865) that was $253.77 with core and it appears a $25 core charge as part of the repair. Also, there was a recall that they replaced a Hybrid Powertrain Control Module (part #9104230). Luckily she bought an extended warranty from the dealer, which she bought used from a lease return, which paid for everything.
