SOUNDBITE: (Mandarin) Zhang Wenkang, Health Minister: "Thanks to the hard efforts of public health agencies both at national level and sub-national level, we have now much less instance of disease. We have also many cases of the disease being cured and fewer fatalities, so therefore we can say that this epidemic has been put under effective control." 4. Cutaway of cameras 5. SOUNDBITE: (Mandarin) Zhang Wenkang, Health Minister: "Our Taiwan compatriots are our blood brothers and blood is thicker than water." 6. Cutaway of journalists 7. SOUNDBITE: (Mandarin) Zhang Wenkang, Health Minister: "So therefore we must say that the claim by the Taiwan authorities that the health of the Taiwan compatriots is neglected or ignored is totally untrue." 8. Cutaway of journalists 9. SOUNDBITE: (Mandarin) Zhang Wenkang, Health Minister: "So we very much hope that the leader of the Taiwan authorities will not introduce extra trouble into this process and will refrain from any further spreading of information from poorly-based and irresponsible ulterior motives. We also hope Taiwan will stop its attempt to squeeze into international organizations such as the WHO, an intergovernmental organisation, in the name of human rights by exploiting the atypical pneumonia problem." 10. Journalists raising hands to ask question 11. SOUNDBITE: (Mandarin) Zhang Wenkang, Health Minister: "Because this atypical pneumonia is not listed as a disease under the prevention and treatment of communicable diseases law of the People's Republic of China, we therefore have to come up with a new method of reporting and a new system of regulations. And we also need to gather more information and do more analysis on the different cases. So all these efforts take time." 12. Close-up of journalist's handwriting in note pad 13. SOUNDBITE: (Mandarin) Zhang Wenkang, Health Minister: "We have decided that, as of the 1st of April, we will report to the WHO about this disease every day." 14. Cameraman wearing face mask 15. Pan from journalists at briefing to officials STORYLINE: China's Health Minister on Thursday defended his country's handling of a deadly pneumonia epidemic following scathing criticism from abroad for its sluggish response. Speaking at a press conference in Beijing, Zhang Wenkang repeated a message made public on Wednesday that the spread of atypical pneumonia across parts of China had been brought under control. The minister also defended China's seemingly slow response to the first signs of the disease, known as SARS (severe acute respiratory syndrome), in Guangdong Province last November. Beijing finally gave a team of World Health Organization (WHO) officials its permission to visit Guangdong on Thursday. Zhang said China was now working closely with the WHO and would provide daily updates on fresh cases of the illness and its fatalities on a daily basis. The Geneva-based WHO has advised travellers not to go to Hong Kong and Guangdong - hot spots where the disease has spread rapidly infecting hundreds and killing about four percent of those afflicted. Taiwan has criticised its mainland rival for responding slowly to the outbreak of the disease and of withholding information - charges which Beijing denies. The island territory has recorded 13 cases of SARS, but requests for WHO help in investigating have received no response from the organisation.
