The city of General Santos, also known as Gensan, is one of the most important fisheries centers in Asia-Pacific. This city is nicknamed the Tuna Capital of the Philippines. Nearly 80 percent of tuna farms in the Philippines are located in Gensan. The problem is, the majority of tuna in Gensan are not from Philippine waters. But the fish are stolen from the waters of other countries, especially Papua New Guinea and Indonesia. Indonesia's policy of banning foreign and ex-foreign fishing vessels as well as the policy of eradicating illegal fishing by foreign fishing vessels (KIA) since 2015 has caused fish supplies in the Philippines, especially General Santos, to decline. Meanwhile, in contrast to General Santos, the production of fish caught by local fishermen in the border areas (Sangihe and Talaud) has increased drastically. However, in 2019, after Susi Pudjiastuti was no longer Minister of Maritime Affairs and Fisheries, illegal fishing activities by Filipino vessels from Gensan began to increase again in the border area. Several external reasons underlying the occurrence of illegal fishing are because fish resources in the Philippines have decreased and there is a lot of overfishing, while the need for high fish supplies for the fishing industry in Gensan is getting higher every year. The loosening of the border area has become a gap for them to return to stealing fish in Indonesian waters.
