These pens were given to Japanese WWII veterans who were interned by the Soviet Union after the war, then were not recognized or compensated or supported when they finally returned. Many died in Siberia. The box and the pen are both inscribed with (roughly something like) Given (or commissioned?) by the Prime Minister. This is the only resource I've really found on the history of these pens -   / wts_gifts_from_the_prime_minister_of_japan...   A commercial version was made to sell to the public a couple of years ago and those are still available, listed as Sakura Nagare design - https://endlesspens.com/products/sail...
