You know, their actions serve only to isolate the North Koreans from the rest of the international community. These actions the North Koreans have taken, as I've said, are very concerning. And we want them to be reversed. But it's hard for me to characterise exactly what is going on in the North Koreans' minds at this point. But we want to make very clear that we want to see them come back into compliance with these obligations. End of news conference STORYLINE: The Bush administration warned on Wednesday that North Korea would isolate itself from the world community if it backtracked and reactivated the plant that once provided plutonium for an atomic test explosion. North Korea barred United Nations nuclear inspectors from its main nuclear reactor on Wednesday, and within a week, it plans to reactivate the plant that once provided the plutonium for the explosive test two years ago, the chief UN nuclear inspector said. The North ordered the removal of the UN seals and surveillance equipment from the Yongbyon reactor, a sign it was making good on threats to restart its nuclear programme. United States negotiator Christopher Hill will meet later this week with his Japanese and Chinese counterparts, a State Department spokesman, Robert Wood, said in Washington, DC. "North Korea's actions are very disappointing. And, basically, it runs counter to the expectations of the six-party members and the international community. You know, their actions serve only to isolate the North Koreans from the rest of the international community. And we strongly urge the North Koreans to come back into compliance with the international obligations," Wood said. Beyond the US and North Korea, the other parties in those talks are South Korea, China, Russia and Japan. The Bush administration remains convinced the current diplomatic approach was the best way to deal with the nuclear situation, Wood said. "Well, this is obviously serious, but again we've seen a lot of ups and downs in this process along the way. This actions that North Koreans have taken, as I've said, are very concerning. And we want them to be reversed," Wood said. "We want to make very clear that we want to see them come back into the compliance with these obligations. This is what the international community expects, wants to see happen and we want to see the North Koreans do this as soon as possible," he added. The nuclear reversal has fuelled worries about a breakdown of international attempts to coax the North out of its confrontational isolation with most of the rest of the world. North Korea had agreed in February 2007 to begin dismantling its nuclear programme in exchange for aid and other concessions. The process has since stalled.
