The Ministry of Higher Education and Scientific Research was established by 1992 Federal Law No. (4), with a view to oversee higher education and scientific research policies in the United Arab Emirates (UAE). The Ministry is responsible for the following: ​ General planning of higher education and scientific research in the UAE. ​ ​ ​Licensing of private institutions for higher education, accrediting their programs and overseeing them to ensure their quality standards within the context of the master plan of higher education. ​ ​ ​ ​ ​ ​Preparing draft laws for the establishment of federal governmental institutions of higher education and scientific research within the context of the master plan of higher education and scientific research. ​ ​ ​ ​ ​ ​Coordinating and integrating between higher education institutions in the fields of specialization and degrees granted in each, within the framework of the master plan for higher education. ​ ​ ​ ​ ​ ​ Coordinating of admission policies and criteria for the distribution of the different specialties in the fields of higher education institutions in the State to commensurate with the needs of society. ​ ​ ​ ​ ​ ​Accrediting foreign institutions of higher education and ensuring equivalency of their degrees. ​ ​ ​Developing the general policy of scholarships and academic aid, and following-up their affairs within the U.A.E. and beyond, taking into consideration the needs of the society and the specialties offered by institutions of higher education in the UAE. ​ ​ ​ ​ ​ ​Advancing scientific research foundations and transferring technologies in the context of developmental requirements of the society. ​ ​ ​ ​ ​ ​Coordinating between the bodies and institutions of higher education and scientific research bodies and institutions on the one hand, and between them and public education on the other. ​ ​ ​ ​ ​ ​Coordinating with ministries and both government and private agencies, to achieve an effective level of participation in education and training activities, scientific research, and to ensure the overall development objectives. ​ ​ ​ ​ ​ ​ Participating with the ministries and concerned parties in devising a licensing system for the practice of professions requiring high qualifications. ​ ​ ​ ​ ​ ​Performing any other responsibilities entrusted to it pursuant to any laws and regulations.
