PRESS RELEASE DELHI POLICE SOUTH DISTRICT DATED:- 28.09.2025 NINE YEAR OLD ENMITY CAUSED MURDER OF A PROPERTY DEALER IN PARK AT MALVIYA NAGAR AREA KEY HIGHLIGHTS • Father–Son Duo Arrested – Traced through meticulous scrutiny of more than 650 CCTV cameras across 55 km area and advanced technical surveillance. • Old Enmity Established – Nine years ago, the deceased had physically assaulted the prime accused, leaving him bedridden for nine months. • Revenge Motive– To avenge the assault, the accused had been harbouring a grudge and planning the murder for years. • Crime Vehicle Recovered – The motorcycle used in the crime, found with its number plate deliberately removed, has been seized. • The accused planned the execution just a day before his son attained adulthood, so that he could take advantage of the juvenile laws INCIDENT OVERVIEW:- On 26.09.2025, pursuant to GD No. 36A, an incident was reported inside Vijay Mandal Park, Begumpur, Malviya Nagar, New Delhi, wherein an unknown person—later identified as Lakhpat Singh S/o Bharat Singh, R/o H. No. 11, Begumpur, Malviya Nagar, New Delhi, aged 56 years—was brutally attacked by two assailants using a cricket bat and a firearm, resulting in his death. At the crime scene, bloodstains were found scattered at multiple spots along with a broken handle of a wooden cricket bat and the bat (without handle). Subsequently, information was received from AIIMS Hospital that the injured had been admitted in an unconscious state and was later declared “brought dead.” The MLC recorded multiple penetrating wounds, including firearm (gunshot) injuries. Accordingly, a case U/s 103(1)/3(5) BNS & 25/27 Arms Act has been registered in Police Station Malviya Nagar. TEAM:- As per gravity of crime multiple teams have been constituted under the supervision of Sh. Ritu Raj ACP/Saket & under the supervision of DCP South District. Details of teams as under: 1. AATS/South District Team: A team led by Inspr. Umesh Yadav IC/AATS South District comprising SI Navdeep, SI Sajid Hussain,ASI Brajender Bhadoriya, ASI Manjeet, HC Amit Kumar, HC Krishan Kumar, HC Joginder, HC Kamal Parkash, HC Sandeep, HC Virender Singh, HC Yatender,HC Brijesh, CT Devender. 2. Police Station Malviya Nagar Team: A team led by Inspr. Vinay Yadav comprising Inspr. Subhash Chand, SI Rahul, ASI Harendra Singh, HC Vikram, 3. Special Staff South District Team: A team led by Inspr. Anurag Tomar comprising staff HC Manish 449/SD, HC Sandeep 1436/SD, HC Santvir , Ct Yogender 872/SD, CT Mahinder 3194/SD. INVESTIGATION FOCUS: During the course of investigation, CCTV footage of the nearby area was minutely examined. It was revealed that two unidentified persons arrived at the spot on a black Hero Splendor motorcycle, waited for the victim outside Vijay Mandal Park, and subsequently chased him inside the park where they murdered him with a cricket bat and firearm. The accused had kept their faces covered, and the motorcycle used in the crime bore no number plate. On this lead, police teams started tracing the movement of the accused by analysing CCTV footage along various routes. Enquiries further brought to light that the deceased has multiple litigations and disputes in the locality. Details of all such cases and complaints were collected and scrutinised. It was established that in 2016, deceased Lakhpat Kataria @ Lakkhi, along with his associates, had physically assaulted one Khushi Ram, causing severe injuries which left him bedridden for about nine months. Accordingly, FIR No. 33/2016 dated 09.01.2016 U/s 308/324/34 IPC PS Malviya Nagar was registered against deceased Lakhpat Kataria @ Lakkhi, his brother Dharmender, and others. A cross-case was also registered on the complaint of Dharmender against Khushi Ram, his brother Man Singh, and his son Praveen. Since then, both parties had been locked in bitter enmity. This angle was thoroughly pursued, and CDRs of all connected persons were analysed in detail. Further analysis of CCTV routes indicated that after committing the crime, the assailants travelled towards Outer Delhi using multiple routes. More than 650 CCTV footages spanning a 55 km stretch were examined, which revealed partially blurred images of the accused. The direction of travel and CCTV observations pointed towards the involvement of accused Khushi Ram, a current resident of Village Auchandi, Outer Delhi. Through combined CCTV footage and CDR analysis, the involvement of Khushi Ram was established beyond doubt, considering his past enmity with the deceased. His mobile phone was also found switched off during the relevant period. Based on technical surveillance, one CCL namely D was apprehended, leading to the arrest of accused Khushi Ram as well. , accused
