The car body shells were first manufactured at the Kawasaki Hyōgō Works in Kōbe Japan before being shipped to the Kawasaki Yorkers Plant in New York United States where their final assembly by Union Rail Car Partnership(URC) was done. Once the trains were fully assembled and commissioned, they were shipped to Taipei and entered service in 1997. This production arrangement was influenced by the United States–Taiwan trade tensions during the 1980s and early 1990s, when Taiwan held a significant trade surplus with the United States. Under pressure related to Section 301 of the Trade Act, Taiwan increased purchases of American-made goods.
