In the first decade of the new millennium, Russia's economic growth was paralleled by the growth of a racist skinhead movement which, by 2006, had reached an estimated 50,000 (half the world's total) and earned Russia the dubious distinction of being the most dangerous country for minorities in the OSCE. While skinhead violence has declined significantly since 2010, this decline is a product of suppression and the foreign adventures of the Russian state and so could conceivably return at any time. Yet what is often overlooked is the character of the violence skinheads used against different minority groups: Why did Russia's racist skinheads attack different minorities in characteristic ways and what does this suggest about the causes of the movement? In this presentation, Richard Arnold develops a theory of ethnic violence and evaluates it using a content analysis of skinhead media as well as interviews with skinhead perpetrators of ethnic violence. The theory suggests that Russia's violence was, in part, a product of conscious manipulation and the instrumental deployment of negative images.
