Around 1997, volunteers from the Yuba City and Marysville, California, area through a local crime enforcement gang task force as well as dermatologists, Dr. Foy Cox and Dr. Robert Peppercorn, helped establish a low cost non-invasive tattoo removal program for former gang members. Tattoo removal encouraged past gang members to stay out of future gang participation. Jan Duke, Crime Prevention Officer, was a lead in encouraging participation in the program as was a local church. The original program took place at the Feather River Surgery Center. However, it was taken over later by the Sutter Medical Foundation. Local Sutter North plastic surgeon, Dr. Kelly Gallego, does some of the work on this Yuba City Sutter philanthropic program today. The Sutter North dermatology department in Yuba City, California, where Dr. Cox and Dr. Peppercorn work today has a new yag laser that treats pigmented brown lesions and some tattoos but is not part of the gang tattoo removal program. Tattoo removal requires a series of repeat treatments and there is no way to predict the number of treatments required to remove a tattoo. Certain dye colors cannot be easily removed with laser such as greens, white, reds and others. Jan Duke is now a realtor in the Yuba City area.
