As tensions continue to rise on the Korean Peninsula, North Korea has once again raised concerns with its recent missile launches into the East Sea. The timing of this provocation coincides with the unveiling of the Trump administration's 2026 National Defense Strategy, which signals a shift in U.S. defense posture and its relationship with South Korea. With new priorities, including South Korea taking a lead role in conventional defense, experts are now questioning how these changes will impact the alliance, and what challenges South Korea may face in navigating the growing U.S.-China competition alongside the ongoing threat from the North. For more on this we are joined by Go Myung-hyun, a senior research fellow at the Institute for National Security Strategy, here in the studio with us. Welcome. Also joining us from Washington, D.C. is Bruce Klingner, a senior fellow at The Maureen and Mike Mansfield Foundation. Good to see you. (GO) 1. Dr. Go, just yesterday, North Korea fired multiple short-range ballistic missiles into the East Sea, marking its second provocative act this year. What do you think is behind this latest move? (Klingner) 2. This comes as, the Trump administration recently released its 2026 National Defense Strategy. What are the most notable changes in this strategy, and how do you assess its overall direction? (Go) 3. One significant shift in the NDS is that South Korea is expected to take the lead in conventional defense, while the U.S. offers more limited support. Dr. Go, What does this new alliance structure really mean for the relationship? (Klingner) 4. Following the NDS release, Elbridge Colby, the former deputy assistant secretary of defense, visited South Korea and emphasized the importance of transitioning wartime operational control to Seoul. How realistic is it that this will lead to a faster OPCON transfer or change the role of U.S. Forces Korea? (Go) 5. Colby also hinted at broadening the role of the U.S. Forces Korea to counter China, in addition to its focus on North Korea. If this shift happens, what strategic dilemmas will South Korea face? (Klingner) 6. On North Korea, the NDS calls its nuclear and missile capabilities a “clear and present danger” to the U.S. homeland. How do you see this framing affecting the U.S.'s approach to extended deterrence in South Korea? (Go) 7. That leads into another issue: the NDS doesn’t mention North Korea’s denuclearization. Instead, it focuses on “flexible realism” and prioritizing U.S. interests. Dr. Go, How should we see this, and could it lead North Korea to think that the U.S. is tacitly accepting its nuclear weapons? (Klingner) 8. While the NDS emphasizes deterrence, some believe the Trump administration's deal-making approach might bring North Korea back to the negotiating table. If talks do resume, what should the U.S.'s realistic goals be? (GO) 9. In light of these developments, some fear that U.S. priorities might shift toward defending the homeland rather than focusing on alliance commitments. How realistic is this shift Dr. Go, and what should South Korea demand to maintain trust in the alliance?
